Are set tasks on a research of systems and technologies of electronic training in Russia. The technology of creation of electronic rates on the basis of foreign experience is considered. It is provided and considered a row of systems of electronic training, and also means on creation and management of educational content. Minuses and pluses of electronic education are designated. Distinctions between LMS and LCMS are carried out. Conclusions are drawn and problem resolutions of development information and technological systems in Russia are proposed.
