“Models and tools for the countries, regions and cities development comprehensive assessment”. It is shown that the main way to solve the problem of the systems comprehensive assessment is to determine the cause-and-effect relationship of representative events. The main directions and tendencies of research in this field are connected with the accumulation and creation of vast databases of the systems state and development indices, as well as with the development of informational-analytical storage, processing and analysis systems. The way of numeric information model description by means of representing table-time data arrays of the research in the form of solid information environment is suggested. Similar data models and corresponding tools could become the basis for the development of scientifically substantiated methods and efficient systems of comprehensive analysis of social-economic development of countries, regions and cities, characterized by certain applicational versatility. It is noted that most indices and ratings used presently in the comprehensive assessment can be evaluated using this method, which is based on the probabilistic analysis of representative events. This method and corresponding assessment algorithms can be applied to any aggregate base values. However, with more than 5-7 values the volume and time of calculations rises significantly, which is connected with the information analysis in multidimensional space. Practical application of this comprehensive analysis method and examples of various indices calculations denote that there is a possibility to create a universal system of rating assessment of social-economical objects as an alternative to the known methods and means, used nowadays by international organizations, universities and agencies. The possibility to build a web-resource of open collective access designed to supply experts and analysts with information is mentioned. The corresponding models can be realized in the software product of data analysis. This software product must unite several applications of data storage, representation, processing and analysis. The developed method and suggested tools can be used during the study of the world tendencies and assessment of development priorities, comparative analysis and countries, regions and cities grading, identification of predicted patterns and peculiarities of objects conditions, definition of new indices and ratings by various development aspects, as well as development of credible sort-term and long-term forecasts.
